Pennsylvania May Ban Credit Card Use in Online Gambling
Pennsylvania Senator Wayne Fontana, supported by six other legislators, has introduced a bill that aims to prohibit the use of credit cards for all forms of online gambling within the state.
This proposed legislation, SB1159, targets online casinos, sportsbooks, iLottery, and daily fantasy sports platforms.
Motivation Behind the Bill
The bill is driven by concerns over financial health and responsible gaming. Senator Fontana highlighted the high levels of credit card debt among Pennsylvanians, averaging over $5,600, and expressed that online gambling should not be a conduit for further financial strain.
By eliminating credit card usage for gambling, the bill seeks to prevent the accrual of debt due to gambling activities.
If passed, this legislation would align Pennsylvania with other states like Iowa, Massachusetts, and Tennessee, which have already implemented similar bans.
Internationally, countries like the UK, Australia, and Norway have also taken steps to restrict credit card use in gambling to curb financial risks associated with gambling debt.
Alternative Payment Methods
The ban on credit cards would not leave Pennsylvania gamblers without options. The state’s online gambling platforms accept a variety of other payment methods, including debit cards, ACH/eCheck, PayPal, and digital wallets like Skrill and Neteller.
These alternatives provide instant funding from players’ bank accounts, helping manage their spending more effectively by avoiding credit.
The shift away from credit card usage is seen as a step towards promoting financial discipline among gamblers. It encourages the use of funds that players already own, rather than borrowing to gamble, which is inherently riskier. Moreover, most alternative payment methods also support withdrawals, providing a seamless transaction experience.
