Sweepstakes Advocacy Groups Consolidate Under SGLA

Two major sweepstakes gaming advocacy organizations have merged, with the Social and Promotional Gaming Association (SPGA) folding into the Social Gaming Leadership Alliance (SGLA). The move consolidates industry lobbying efforts at a time of rising legal and regulatory pressure.

Response to Legal Pressure

The merger comes as California lawmakers advance AB 831, a bill that would ban sweepstakes casinos in the state. The measure has cleared the legislature and now awaits Governor Gavin Newsom’s decision. Industry observers say the merger signals limited confidence that a veto will occur.

Similar battles are emerging elsewhere, including Nevada, New Jersey, and New York, adding to the urgency for operators to coordinate their advocacy.

Unified Voice for the Industry

By consolidating, the groups aim to provide a stronger, more consistent message to lawmakers and regulators. Both SPGA and SGLA have campaigned against AB 831, but until now they operated separately.

An SPGA spokesperson said the change reflects the need for clarity. “The SPGA is consolidating its efforts with the SGLA. The category is best served by a clear and consistent voice from one group. We’re proud of what our members have accomplished and look forward to the continued leadership of the SGLA.”

The merger also allows the organizations to pool legal, compliance, and public-relations resources. That structure is expected to speed responses to new legislation or enforcement actions while giving operators clearer compliance guidance.

Industry insiders suggest that a single advocacy group could be more effective in shaping policy debates and pushing back against restrictive legislation.

Background on the Groups

SPGA was formed in September 2024 to provide advocacy for member companies in the promotional gaming space. SGLA launched in early 2025, backed by operator VGW, which has scaled back its offerings in New Jersey and Canada in recent months.

While SPGA was the older association, SGLA has recently taken a more visible role in lobbying against anti-sweepstakes proposals. Its leadership will now guide the consolidated group.
