Two Gaming Legal Legacies Merge to Form Lazarus Crystal Law Firm

A major new legal practice, Lazarus Crystal Law Firm, has launched to guide clients through the rapidly changing global gaming industry. The new firm represents the convergence of two long-standing legal legacies: the regulatory expertise of the Lazarus firm and the strategic business experience of entrepreneur and SCCG Management CEO Stephen A. Crystal.

The firm positions itself as a fully integrated platform where legal counsel, business strategy, and industry expertise intersect. The new firm will soon open an office in Las Vegas. The partners will make their first joint appearance at the Global Gaming Expo (G2E) 2025.

Convergence of Law and Business Strategy

The new entity unites two formidable paths in gaming law. Stephen Crystal brings decades of legal and entrepreneurial experience, which includes helping establish Missouri’s riverboat casino industry and owning multiple hotel casinos in downtown Las Vegas. He later founded SCCG Management, a global advisory firm supporting over 130 partners in iGaming, sports betting, and tribal gaming.

Crystal joins the existing leadership of the Lazarus firm, including Managing Partner Edwin Monzon and John Giammerella. The Lazarus firm built its reputation on trusted counsel across regulatory, commercial, and cross-border gaming matters.

Crystal emphasized the firm’s unique offering.
